I think that Mr. Hillier, in his telegram of to-day's date to his principals in London, exaggerates the difficulties of our position as regards the susceptibilities of the Chinese Government, though there can be no doubt that a complete failure of the negotiations following on our present action would greatly complicate matters.
In a conversation which he had with me to-day, the American chargé d'affaires said that he fully appreciated the delicate situation in which we find ourselves.
